このドキュメンタリー映画は私にとって衝撃でした。日本に住んでいる日本人の私が知らない多くのことがオーストラリア人の映画監督ライオーン・マカヴォイ氏によって語られているのです。
This documentary film was a big shock to me. The Australian filmmaker, Rionne McAvoy, tells a side of Japan that I, a Japanese person living in Japan, did not know about.
日本は世界第三位の経済大国だそうです。そんな日本で貧困があるとはなかなか考えにくいですが、2018年の厚生労働省の調査によると7人に1人の子供が貧困状態にあると言われています。その中でもひとり親家庭の貧困は深刻です。
Japan is the third largest economy in the world. It is hard to imagine that there is poverty in such a country, but according to a 2018 survey by the Ministry of Health, Labor and Welfare, one in seven children is said to be in poverty. Among them, poverty among single-parent families is very serious.
マカヴォイ監督は、様々な人たちにインタビューをして、問題を浮かび上がらせていきます。当事者であるシングルマザーたち、貧困家庭をサポートする組織、そして研究者や専門家の言葉を通して、私たちはその貧困の背景や歴史(核家族など)を知ることになるのです。
McAvoy interviews various people to bring the issue to light. Through the words of single mothers, organizations that support families in poverty, leading professors and experts in their respective fields, we also learn the background and history of poverty in Japan as well as the Japanese family structure.
とりわけ驚いたのは、シングルマザーの就業率は85%と、経済開発機構(OECD)の38カ国の中では最高なのにも関わらず、平均年収は200万円代で、その半数以上が貧困状態にあると言う事です。
What is particularly surprising is that although the employment rate of single mothers is 85%, the highest among the 38 OECD countries, the average annual income of single mothers is in the 2 million yen range (Approx. $13,000 USD), and more than half of them are living in poverty.
この原因には、男女賃金格差・単独親権・養育費の不払い・家族構成の変化・法律の不備・行政手続きの煩雑さなどの様々な要因があるのですが、インタビューの中の「朝から夜まで働いても月に8万程度にしかならない」事実には言葉を失ってしまいます。
There are various factors that contribute to this, such as the gender wage gap, sole custody, nonpayment of child support, changes in family structure, inadequate laws, and complicated administrative procedures, but the fact in the interview that "even if you work from morning till night, you can only make about 80,000 yen a month" leaves me speechless.
一人で子供を育てるには子供の病気時などにも対応できるフレキシブルな仕事が必要です。シングルマザーたちはパートタイムの仕事を掛け持ちして毎日綱渡りしています。
Raising a child on one's own requires flexible work that can be adjusted in case the child is sick. Single mothers are walking a tightrope every day, holding down part-time jobs.
また、保育園の受け入れも親と同居をしていると、親の収入も入れた世帯収入になるため、なかなか見つからないというのです。シングルマザーが親の助けを借りようとすると、それが裏目に出て子供を預ける場所が確保できないというのです。これは行政システムに問題があるように思えます。
Also, it is difficult for single mothers to find a daycare center because they live with their parents and their income is included in the household income. When single mothers try to get help from their parents, it backfires and they are unable to secure a place to care for their children. This seems to be a problem with the government system.
また手続きの煩雑さも申請を躊躇する原因でしょう。貧困にあるひとり親家庭で行政のサポートを受けている家庭は非常に少ないといいます。これは「迷惑をかけたくない」「貧困を知られたくない」「恥ずかしい」と言った日本人が抱きがちな感情も関係しているかもしれません。
The complexity of the procedures may also be a reason for hesitation in applying. It is said that very few single-parent families in poverty receive government support. This may have something to do with the feelings that Japanese people tend to have, such as "I don't want to cause trouble," "I don't want my poverty to be known," and "I am ashamed.
さらに私がマカヴォイ監督にお会いして話を伺った時に仰っていたのは、別れた夫が養育費を払わなくても法的な罰則がないのは問題だという事です。監督によるとオーストラリアやアメリカにおいては、運転免許証やパスポートの更新ができないなどの法的な罰則があるそうです。日本においては裁判の判決のみが有効となりますが、その裁判費用は高額なため実際に訴えを起こすシングルマザーはあまりいないようです。
Furthermore, when I talked with Director McAvoy, he told me that it is a problem that there is no legal penalty if a divorced husband does not pay child support. According to the director, in Australia and the U.S., there are legal penalties such as not being able to renew a driver's license or passport. In Japan, only a court decision is valid, but the court costs are so high that few single mothers actually file a lawsuit.
マカヴォイ監督の示唆する解決策とは、この問題にスポットライトを当て、多くの人に知ってもらい、変化をもたらすという事でしょう。世界の映画祭で多くの賞を受賞したこの作品、ぜひ機会があったら見てください。そしてこの問題について考えましょう。
McAvoy's suggested solution would be to put the spotlight on this issue, make more people aware of it, and bring about change. If you have a chance to see this film, which has won many awards at film festivals around the world and in Japan, please do so. Let's think about this issue more.
